Dear Gent,
You sent us on the 20th and 23rd September
16 copies of Hong Kong telegrams Nos. 196 and 200, about the
sinking of fishing vessels which supply Hong Kong. I
see from telegrams Nos. 248 and 261 from the Commander-in-
Chief to Hong Kong that he may communicate with the
Japanese Commander-in-Chief.
Nevertheless, we think that
this is a case where we could usefully ask the Ambassador
also to say something in Tokyo, though we are perhaps not
in a position to make a formal protest.
In the first place, it may be noted that China,
although not an original signatory of Hague Convention
No. 11, adhered in 1917. The relevant Article of that
Convention is No. 3, which reads as follows:-
